After I clean up and patch the rust and before I put the carpet in, I'd like to paint the inside of the floor pans. They still have a lot of the brick-red GM primer on them, but some bare metal and POR15 as well. What's a good paint to cover all this?

I would paint the whole thing with POR15. We did this to my friends 65 SS frameoff restoration(still off the frame) and it turned out really well. There are others on this site that have done the same. So my vote is POR15 the whole thing.

Go with the POR or DP 74 which is the red like primer to match the factory stuff. ITs the same epoxy primer as DP 90 just a different color
