The fifth digit if the vin# is a "H" which indicates a small block car, be it seems to have a numbers matching 402 per the add. What do you think?

I wanted to, but I don't have an ebay account, so I couldn't email him. Also, I didn't see a phone number. Another odd thing that I noticed is that the seller never claimed it to be matching numbers.

I just asked. Here's what I said:
The VIN you list for this car indicates it was originally a small block 350-2bbl car. Now it has a 402, and you seem to indicate that the partial VIN on the block matches the car. Can you explain this? But I think you are right, he doesn't actually say "number's matching" and he never says it was originally a big block.
He never said that he didn't restamp the block graemlins/clonk.gif

Obviously bogus. The partial vin on the block should have 12B696192. So he restamped it incorrectly

I purchased the car as is about 20 years ago. It was all original to the best of my knowledge. I know that 1972 you could get a small block SS, but this car has always had a 402 since I owned it. There was one repaint years ago, but besides that everything else is original to my knowledge. I was told the numbers on the block are important that is why I listed them. I do not know what they stand for. Please bid accordingly.
