OK, here's my question.
Should the dwell be set ( 30 deg) before timing (static 12 - 18 BTDC) ? Should the carb mixture be adjusted next w/vac gauge, then finally adjust
idle speed?

Dwell then timing then mixture then idle speed. Final settings in that order. You'll find youself dinking with mixture and speed together, but the last should be idle speed.
