Guys, I'm trying to make sure I get the right starter for my 69. Would a 69 Malibu with 350/300hp and TH350 have come originally with a 14" flexplate, or 12-3/4? Is there any way to look at a starter and make sure it's right?

If you are going to buy a new starter think about a mini starter.

When dealing with Chevy V-8 flywheels/starters, here is what you need to remember.
The 14in flywheels (auto or manual tranny) require a starter with the staggered bolt pattern. The 13in flywheels require a starter with a straight across bolt pattern.
One slight variation. If you have a manual tranny and the 14in flywheel, you MUST use a staggered bolt pattern starter with a CAST IRON nose (the alum nose is too big to fit into the bulge of the bell housing).

I also vote for the mini-starter. With it's internal gear reduction and overall smaller size and lower weight it's really good!
Do check the mounting surface of your block, with some luck it's got both starter bolt-patterns so you can use wichever flywheel/flexpalte you want.
