Whatever happened to be on hand that day! No specific times or plants, and have seen cars with one metal and one plastic. I prefer metal myself, as plastic cracks

Dave is right, there was no pattern. It didn't matter where the cars were built or where they were being shipped to be sold.
There have been many, many posts on this subject. To view some of them look to the top of this page where it says "search", then type in a key word like "inner fenders".
Lots of members had or have ideas about what car got what or maybe different plants or northern vs southern cars.None of the theories seem to hold up.

My 69SS was built at the Fremont Ca plant;had the plastic inners-they were toast by 1980 when I got the car.It never left Ca either...replaced them with original metal GM's in 1985.Shawn

Slightly off topic but both of our Baltimore built '69s came with plastic inner fenders. Across the bottom rear lip is a sealing strip to keep debris from going up in behind the inner I guess. Do the steel inners use this strip as well?
