What can you use on raw steel parts/bolts, etc. to keep them from getting a rust coating? Is there anything better than WD-40? Also, I just had my hood latch and hinges/springs phosephated (for big $) and wondered if this plating will protect against rust by itself or if i should also spray them with some type of oil... I dont want to do it unless i have to, because they will collect dust like crazy...

Cosmoline (if you can find it) or Boeshield http://www.kanza.com/boeshield/
I use this product all the time and was suggested to me by Chris White. It works great, dries flat, won't attract dirt and I have seen no rust since. Spray on, let dry a while and wipe off. I use it on all bare steel parts as well as phosphated parts. It is available at most major marine or bike shops.

There is (was?) a really good product I got at a car show years ago called Oxysolv (or Oxisolv) that would put a phosphate coating on steel that was super at stopping rust. I dipped tools in it years ago and it still looks ok. Now that I no longer live in the Rust Belt, I do not see this stuff. It was made by some company in the Detroit area. Maybe a web search is in order?
