Try a fiberglass repair kit. Comes with cloth , resin, spreader and hardener. Auto store for about $10.

There are tools for welding thermoplastics. It consists of a tiny heat gun which is used with a filler material that is melted into place. These fender inners are probably polyethylene, so filler should be easy to come by.

Plastic inner fenders are the pits. I don't know what GM was thinking, the metals ones only weigh a bit more and will not crack. The $100 reproduction ones are nice, assuming you have a 68-72, I've used them and they look and fit just fine; haven't cracked yet. Good Luck

The best repair is done with use of an epoxy that's designed for repairing tears in plastic bumper covers. It's available at automotive paint shops, for $10-13. It hardens in ten minutes, and the repair is permanent.
