Try "Cream of Tarter" available in your grocery store spice asile. Fold a rag into a pad, wet it, put some cream of tarter on the pad and rub it on the windshield. In real serious cases I have gone over windows with 000 steel wool  and hand cleaner with pumice.

I've heard the clay bar system works on those if they're not etched into the glass.

I have used Zaino Z-12 glass polish with excellent results. It took the waterspots right off with a little rubbing....it has a very fine abrasive.

Zaino (http://www.zainostore.com)

Their other products are awesome as well.
