Im looking for a tilt steering column for my 66 Chevelle SS. Will a column from a 64 or 65 Chevelle fit? Also, will a column from a 64-66 Cutlass, LeMans,or Skylark fit? Are there any noticeable differences?

I think any up to when they put the key on the column (in 69) should fit. Some of the pickups up to 72 may also fit. Measure the overall length and the length from the firewall to the dash mount, you may find some Nova's or Camaro's that fit also.

I have seen Cutlass columns at swap meets that look to be the same as the Chevelle. One guy told me that there were some minor wiring differences between them.

Usually the only differences I find between columns of different divisions of GM is the style of the turn signal/tilt stalk, different style knobs on different columns. The stalks interchange, so its easy to switch to make the column correct if you want to. Also if there are wiring differences it usually is only the style of the plastic connector at the wiring connection. Again, if needed the wires can be popped out and installed in the correct plastic connector.
