on 1970 chevelles are the front fender wells plastic or steel? What is the proper paint to use on eng comp, (black areas)? Is it the same for the frame?

You can use almost any paint you want, but most of us use Por 15 or Eastwood chassis black.

'70 Chevelle came with either plastic, steel or both at the same time. GM also sells a chassis black in gallon cans if you plan on doing more than just the inner fenders.
