it looks clean, it has about 75,000 miles on a 350 engine which is all chromed out. no heater or a/c. needs a tune up and new brake lines.

Bad brake lines, I assume it doesn't drive because of that. Unless the paint and body are nice and finished, and the interior is finished I would pass.
