i have a block with ventalation through the valve covers, one where the oil is poured in and one where there is a vacume line hooked up to a 1 inch spacer under my carb. what happens if i disconnect the vacume line and take out the spacer?

Nothing, as long as you're planning on putting a breather in the hole. I'd say keep it how it is now, that's a PVC system, and keeps the breathers from smoking... which makes a really nasty smell if you happen to use synthetic oil. Plus the spacer should improve top end power.

Make sure you have a baffle on that side... which I'm guessing you do.

Sounds like a stud about 3" long would do just fine. That would give you 1/2" engagement in the manifold and 1/2" left over at the top for a washer and nut.

I'd keep the spacer just in case you change your mind later, never know... sometime you might want to use it.

you need to plug the vacume port where the line goes into the plate. then it should not affect runnig.
