can anyone tell me who makes combination retratable lap and sholder seat belt for el caminos in have a 69

Have you looked at the belts used in the '72 models? It goes together with one buckle and I think it will fit your stock mounts.

If I read you right try a seat belt from a s-10 as a full size P/U belt would probably be too long.
The 72 belt the lap portion will retract but the shoulder portion will not
