I would like to convert my 70 Chevelle from Bench to buckets. What is the process and will 71 Monte Carlo seats be an appropriate seat to install in this car?

you need to get mounting brackets for the inner seat mounting bolts and install them... The best bet is to have someone weld them in... You could go cheaper, but they're really not too much money...

The outer holes should be the same...

Then the buckets will pretty much drop in...

I don't think there should be anything wrong with the carpet under the bench, probably really nice...

The Monte seats should work fine... Pretty much any bucket seats from a GM A-body (Chevelle, Monte Carlo, GTO, Cutlass, Skylark, Grand Prix?), B-Body (Impala, etc), X-body (Nova, etc) or even the E-body (?) Olds Toronado, Buick Riviera FWD) from 1969-1972 should work, although the seat tracks might be different, but a Monte should be about the same. 1966-1968 will work too, but the seat-back locking mechanisms and release buttons will be different from the later ones... Structurally, the seats are basically the same, just the upholstrery patterns are different...

Pretty much right on L78, but when I changed from bench to buckets in my `70 the rear outside hole in the bucket lined up with the rear outside hole from the bench, but the front had to be moved inward 1 inch to make the seat line up with the body. So check your new seats before welding your brackets, or you mite find yourself going broadside, while sitting still.

If you have a way to send me an email I will reply with instructions with lots of pics to do the conversion.
