I noticed that the seatbelt buckle holders which attach to the console hold 2 buckles. If there is one on each side, why?
Is a 70SS with the shoulder harnesses supposed to have two belts attached to each side of the hump?
Or, how do you use both the shoulder and lap belts at the same time.

You answered your own question... 2 buckles required so you can wear both the lap belt and the shoulder harness at the same time.

But my Chevelle only has a single belt on the hump. Is that the way the came, or the did the previous owner remove the second buckle?

Should be 2 buckles from the factory on each side of the hump.
