I saw a pic of seat belt (lap belt) holders which were attached to either side of the console of a TH400. The car had buckets up front. Are these factory and where can I get a pair?

They have what you want in the Original Parts Group catalog.$35 per side.1-800-chevelle. I'm sure other vendors carry them as well.

From 1970 to 72 the consoles had Plastic seat belt holders on the sides. Each one held TWO buckles, one for the seat & one for the shoulder. On 1968-69 they had a single chrome clip that was more towards the bottom of the console on both sides. This was for the seat belt one only.
I have both styles. What year do you have? Let me know. C.M

hmm.. this is very interesting. I've got a 1970, with the shoulder harness, but I've never tried to buckle to shoulder part and I only have one lap belt attachment, not sure if it can buckle both, but I'm getting the feeling it is NOT factory. Guess I might only need one for the lap belt, I'll have to check it....
