I'm helping a friend with a 67 Chevelle and we need to take the dash pad off. We removed all the phillips head screws, but the pad still won't come out. It slides out a bit and stops. Appears to be held on by some other nuts that we don't know how to access.
Also, how does is the instrument cluster removed?

And the bad news is...it is extremely difficult to remove the dash pad without dropping the whole dash down. The pad is bolted underneath. Same with the cluster. Save yourself a ton of frustration, skinned fingers, fishing in the dark etc and drop the whole dash.

So what't the trick to dropping the dash?

It's been a couple of years, but here goes...
1. unbolt the steering column and let it lay down as far as it will go.
2. remove AC/heater control assy, radio and glove box.
3. There are two bolts on each end(side of the dash plus two on a bracket in the center of the dash that is bolted to the firewall.
Now, if my memory is correct, that should allow the whole dash to pull out far enough to reach behind and disconnect the speedo cable which in turn will allow the dash to come out further. Pay attention to wiring and AC ductwork so that they don't get damaged. Take out the cluster first. I think one or two of the bolts that hold the pad are accessible only after the cluster is removed.
Hope I've included enough to get you going. I hate doing dashes and the 67 dash is at the top of my "hate doing" list.
