Some debate about the installation of the clock on top of the dash...does the metal bracket that the clock is attahced to go UNDER the dash pad, or on TOP?

On top. The only hole in the dash pad is a round hole for the wiring and two small holes for the mounting bolts. I'm familiar with '64/'65 applications but I can't imagine the '66 top of dash clock installation is any different.
