I want to remove my stock steering wheel to replace it with a smaller wheel. But I don't know how to get the wheel off. My buddy said something about a Wheel Puler, he wasnt sure. Im new at this, so i would appreciate all the help i can get. Thanks a million.

He's right... the wheel puller is the way to go. If you don't want to buy one, go to AutoZone or some place like it that will let you borrow their tools. Place a deposit, use it as long as you need. Your deposit is refunded upon return of their tool.
There are other ways to remove the wheel, however.
Loosen the retaining nut and back it off flush with the top of the shaft. Apply a constant pulling force on the wheel while your buddy lightly taps on the nut/shaft with a hammer. Once the wheel pops loose, remove the nut and pull the wheel off.
You can also just muscle the wheel off. Neither of these methods are recommended because of the likelihood of damage to your column, the wheel, and/or your teeth.
Go get the right tool.
