I was ready to take my '71 Malibu to inspection when I noticed that the parking brake didn't work. I don't use it and just noticed that the cable did not pull the the parking brake.
I determined that the cable from the parking brake lever to the equalizer was frozen in the casing. This is the cable that goes from the parking brake through the firewall down behind the fenderwell through the frame and to the equalizer.
This is the procedure I used to remove the cable, free it up and reinstall it.
1) Remove cable from parking brake by removing clip and sliding out barrel end of cable (Looks like bike brake cable end).
2) The cable is held in the firewall with a reatiner that looks like what the the parking brake cable is held in the rear wheels. You need to compress this reatiner and push it down. The best way is to get a fuel line hose clamp and tighten it on the reatainer and push it down.
3) You need access behind the fenderwell. Remove 3 rear bolts and the 2 inner ones and
put a 2X4 between fenderwell and fender to allow you to pull the cable out.
4) Go under car and remove cable from equalizer.
5) Remove clip from cable at frame
6) Go back to fenderwell and pull cable out.
7) drip some oil or WD 40 in cable end. Put the barrel end in vise. Grab the cable cover with vice grips not to tight and give a couple whacks with hammer. This should move cover and free cable.
8) Reverse removal procedures.
