my alternator light comes on when I rev the engine more than 4000rpm. The alternator, belt, and battery are new. Its a small block 400. Any idea's? Any help would be greatly appricated.

New yes, but is the belt tight ? Sounds like it is slipping.
If not, perhaps the voltage regulator (if external) or a bad alternator?

As 283v8 said, sounds like your belt is slipping. If you have a chrome pulley on the alternator, that may be your problem right there. I had a problem with my alternator light flashing on and off a while ago, but it was at lower RPMs (ended up being bad voltage regulator). Doesn't seem like the same problem though. Check your belt tension, then suspect a slick pulley. Doesn't sound like anything serious. Good luck.

POTTS,
With a new belt, you are going to need to re-tighten it a couple of times. They tend to stretch when first used. Just keep an eye on it.
