What causes a cigarette lighter to not work besides the lighter itself? Do I replace the whole assembly? I want to use it as a plugin for CD player.

Check to see if you are getting power to the center of the bottom of the cigarrette lighter. A test light works good for this. If you are not getting power there, start backtracking. Check wiring/connections to it, fuse, and etc.
