: Charcoal Canister function?

What exactly does the charcoal (or whatever) canister do? It has two lines (carb and gas tank) going to it, but what does it do?

The carbon cannister stores (adsorbs, not absorbes) gasoline molecules that are expelled from the carb float bowl and fuel tank due to evaporation and expansion. When the engine is running, air is sucked in the bottom of the cannister by vacuum from a port on the carb or intake manifold clearing out (purging) the stored gas molecules. Keeps those nasty hydrocarbons out of the air.

Does this device need to be replaced every X amount of miles or X number of months?

Chevrolet recommends replacing the filter at the bottom of the canister every 24 months or 24,000 miles, which ever comes first, more often in dusty operating conditions. As a practical matter, they should also be replaced if they get soaked with liquid gasoline due to an overfilled fuel tank, stuck float, etc.

The Cannistor on my 70 has 3 lines coming from it,The carb,the trans, and the gas tank,, What do i risk in removing (the can) and the 3 hoses?

Removing the cannister simply adds to the air polution problem. It's your call. However, don't plug the line to the tank. It's the tank vent.
