I am currently restoring the column that I'm going to install in my 70. My problem is that when I remove the key from the lock assembly, the assebmly still turns as though the key was installed. Is this a symptom of a malfunctioning lock assembly, or is it something deeper in the column?

A & B may both be correct. Can't say without seeing it.

when I say assembly still turns I mean the key lock bezel still turns from acc. to ign. on.

It would have to be the key cylinder itself, or that section of the casing that the cylinder is inserted in. It has nothing to do with something deeper in the column! I have my apart right now, so I can see the internals very well.
