what is the F-shaped spout for that comes out of the intake manifold. there is nothing hooked to it and it looks like it is for vacuum or an out let for water or steam as it sits on a water chamber

That would be a thermal vacuum port valve for an emissions control circuit. It would either block or allow vacuum to flow depending on temperature.
