I have an uncentered steering wheel and was wondering how to go about centering or straightening the wheel so I don't have to turn my head to the left to read "Malibu", haha. Thanks in advance!

The correct way to get it straight if the wheel is in the real center position is to have the tie rods adjusted so it will pull the wheel around. If you just move the wheel on the shaft you will loose turing radus in one direction.
Aligments are cheap and never hurt.

On your 70 you can't just turn the wheel, as Hunter said you need an alignment.

A fella I know just did this to his '65. It's a guesstimate, but determine which way the wheels have to move to get the steering wheel straight. Then move the tie rods in that direction being sure to accurately count threads so they move an equal distance. He did this, of course, after checking that his alignment was correct. It was just the "centering" that was off, as it is in my 67.

My question is, how the heck do you move those tie rod sleeves without gouging them all up?

There is a special tool for tie rod adjustment. A hook type thing that fits into the open part and then you pull on it.
