No return line needed. 'Looks' like it might be a good setup for a street vehicle.

It's throttle body! If you're going to do EFI I don't see why you would do throttle body as it does not being that much to the party; it's very similar to using a carb.

Port injection is what you want to do and direct injection would even be better; but I have not seen any after market direct injection systems yet. I suspect we will see them in a couple of years.
