I have a '71 402BB that is 30 over. If I buy a new rotating assembly, can I get a 427 or 454? Will it fit?

A stock 427 I beilieve is a 454 with a 396 crank. With the new rotating assemblies that are out there, I am sure you can get it to many different cid's. Heck, they have 427 cid small blocks, so I am sure you can get a 427 from a 402. Just a little stroking and boring, and you should be set.

The real deal here. Sonic check the block, machinist felt my '71 402 block would get too thin to go to a 427 (3.76 crank w/ 4.25 bore). Use the block at .030 over with a 454 crank and KB 361 stroker pistons for a 434CI or go to .060 over with the 4" crank to make it a 440CI. You will have to fit the crank in there and do some grinding on the bottum of the cylinders for rod clearance. All depends on how much work you feel like doing.
