I have a decent set of 14" ss wheels with new rings and caps. I have argent and black paint for them, but how do i prep the wheels for paint? Get the old paint off?

I also have the templates for painting them..

glass bead them. I have also used aircraft stripper first, then bead blasted..then re-paint or powdercoat accordingly.

Maybe a sawzall   Dismounting tires can't cost more than 3.50/each at Walmart.

Do you have access to a sandblast machine at work, or maybe through a friend's work? Most industrial shops that I have been involved with will be using glass bead. Im spoiled..I just walk out back into our shop and do what I need to do! You can purchase the glass bead material through Northern Tool, or maybe Eastwoods. You will need/want a cabinet to blast in. Maybe ask a TC member in your area..these are pretty common tools..an hour or so in the blast cabinet and you will be ready to start painting them up.

If you are going original color the inserts where charcoal grey not black like the repo's. I used aircraft stripper to get the old paint off, then a light hand finish sanding.
