Will a 195/65/15 fit safely on a 3 1/2 rim?

I wouldn't run anything less than a 4.5" Wheel with those tires. If you're looking to have some streetable front runners, there are certainly some other alternatives.

I am running 165r15 right now and got a free set of 195 on a trade so was hoping they would work.What about 185 or should I just stick with the 165s

I wouldn't run a tire with more than 5" of tread width on 3 1/2" wheels. Anything more and you're asking for trouble on a street driven vehicle.
