I have a set of really old cragers SS 14X6 on my 67. I'm about to do a B-body brake swap. I want to go with 16X8 in the front and back. I was thinking about rally wheels ,but I do not want alot noise.

Noise from what? The beauty rings and caps have to fit snugly or they won't stay on. I guess you might get some noise if you were to run the anti theft cables on the back side of the rally caps and one was to pop loose  or if someone was to put rocks in your centercaps :D ..... I tried listing to my rally's today all i heard was exhuast and people blowing there horn at me while my door was open and my head poking out @ 65 MPH

No there not noisy all you may hear is the tread on your tires if you go with a coarse tread for some reason.or to wide of a rim and rub your inner fenders or frame
if you were thinking they whistle because of the slots in them ......not a peep
