Hello -
I am looking purchasing a set of 14" American Racing Torque Thrust Ds from a private party. The bolt pattern is 4.75" and they have a 3.25" backspace. The rims measure 8" wide from outside to outside.
Is 8" too wide?

A general rule for wheel width is to stay within 1.5 inch (+ or -) of the tire's tread width.
It's not that those rims are too wide. But, you would do better with more back space. With those rims, the tires are probably going to rub on the inside of the fender, (assuming you have unmodified rear body panels).
On a 70 you need just slightly more than half of the rim width as backspace. For example, an 8" rim with 4.5" backspace would be perfectly centered in the wheel well.

On my last chevelle I put some nice rims with 3.25" of backspacing with 255 tires and they rubbed. Even after i ground the inner lips some it still rubbed on hard bumps and turns. Once i put on 235 tires it was fine.
