My chevelle now has posi so I need to get a matching rear spare for it. Where can i get a basic black steel rim with a 4.5" back spacing? I found a cheap tire but just need a cheap rim with correct back spacing. What do most people sue for their spare?

I wouldn't worry too much. I use a rim/tire off an old camaro. It's a 245/60r14. My rear tires on the chevelle are 255/60r15. If I had to put it on the back for a while, I'd get creative and move the front wheels around. They are 235/60r15.
A little bit of size difference, for a relatively short distance won't hurt anything. When you have a BIG size difference, and must drive it for long distances is when you'll wear something out.

edit: I don't know where to get a rim. My buddy just got some really cheap steel wheels for his 74 Delta 88, I think he got them from TireRack. They're black and have cheezy pinstriping on them, kinda like the steel white wagon wheels that were popular on trucks for a while years ago. I don't know if he had a choice on backspacing.
