1970 Chevelle with SS 5 spoke wheels:

The lug nuts have washed out the holes, must be from putting them on and off so many times. When I put the wheel on and tighten the lug nuts, the nuts go right through the hole and tighten on the rotor. The wheel is then obviously loose. Can this be repaired? or will I have to buy new wheels? If they can be repaired, does anyone know where?

Sound very unsafe to drive. It seems that the nuts may have been loose and wore the seats through. Replace the wheel(s) before driving as it is unsafe at any speed.... your chevelle just became a corvair.
