I remember seeing those when doing brake jobs years ago. Had something to do with eliminating static buildup I think. (?)

Ok, the static thing is the second time I have heard that. I was told by an old guy in a machine shop that these cars came out with am radios. To keep the static out of the radio, these brass things were installed into the grease dust caps on the hub. He said he still had to tie plastic strips to his bumper and let them drag the ground to keep static out of his tunes. I thought he was pulling my leg though. Now, what is it called? Looks like the things on a 4x4 that unlock the hubs when you manually flip the switch on the hub

Static discharge connection. It electrically connects the the non rotating hub with the rotating wheel. In theory it would allow static that biulds up in the tire to discharge to chassis ground. You dont really need it and wont miss it when its gone (AM radio or not).
