My 69 Chevelle w/stock 350/350TH occasionally (when stuck in summer traffic) starts to overheat. I have the 2 core radiator and water pump(new) and fan(solid 4-blade) out for other work right now and figure it's a good time to upgrade. Would going to a larger fan (7 blade?) and a clutch be the best thing to do, or do I also need to look into increasing the capacity of the radiator?

A three row core radiator and a good 7 blade clutch fan would work just fine.

You don't say how old your radiator is. I suspect it is getting old and has internal blockage. I think the smaller disp engines had less radiator / cooling reserve when new. Once the rads start to age they can reach a point where they are marginal. You mention the rad not being adequate in some situations. I think you are seeing the start of the situation where the margin of reserve cooling in you radiator is being reached.
This is a good time to upgrade to a 3 or even 4 core rad if you have plans to upgrade to a larger disp motor at some point in the future.

Get the 7 blade gm clutch fan used for hd cooling option or ac option along with hd thermostatic fan clutch also used fror that appliaction used with stock fan shroud too so ti all fits correctly & works properly as a unit .
That may be enought right there to stop the motor from heating up in traffic if you enrue rad is clean & moroe is tuned correctly esp having enough base timing like approx 16-18 deg when running an afermarker perf cam,vac adv hooked to full intake vacuum all the time,and idle mixrue adj properly not being too lean which all effect enegine temp at idle.
But if all that doesnt help then it's get a new 3 core rad to replace your tired 2 core rad and you should be fine.
But try better tuning oftiming and the optional 7 blade fan & hd (not std duty) thermostatic fan clutch 1st before going for a new rad because it may work ok saving you $250 at this time.

I checked around for radiators locally and found $300-400.00 for them, higher from Resto supply co's, so it's even more savings than you indicated.
