69 chevelle,wiper does not work,replaced dash,engine,forward lamp harness,they were all cut up by prior owner.i have to fix the dash ground strap,it is cut also,check the wiper body to make sure it is ground,But here is what i found out that is stumping me,Both yellow wires are hot even with the key off. I am useing my power probe got 11.7 with key off and on,batt prob is a little weak.i tested my 71 olds,with key off ,no power,turn key on it has 12.2 working as it should,i traced the wires on the chevelle and look as they should,Could it be the ignition not shutting off all the way,i had a prob last summer with the batt going dead.:(

Check other circuits that are not supposed to have power with key off. Do any of those have power?

But here is what i found out that is stumping me, Both yellow wires are hot even with the key off.

Both yellow wires where? I assume you are talking about yellows or black/yellows that powers the wiper and the washer.


The wiper/washer system is switch grounded which means the wiper switch is on the ground side.

The wiper/washer motor always has 12v anytime the key is on, (yellow wires) when the wiper switch is turned on one or more of the other wires are grounded to make it work. The ltblue and black are both grounded for low speed the ltblue only for high speed. The dkblue grounds to latch the washer pump for one cycle.

Check to see if the wiper switch has a good ground.

thanks Greg,i did some checks tonight, the yellow and black wire has power with the key off.,i started at the front off the car.all with the key off.
horn relay both batt line/dash line has power
headlight plugs-grounded with no power-switch off
right and left harness- ground good
starter main line-power
starter small wire s side-no power
holley carb,manual choke ground wire-good, small wire has cont.
oil temp plug in the engine harness(not used)has aftermarket gauges-low cont.
hei dist main wire-low cont
car has a mad products internal reg conversion kit with fusible link at the batt and alt,inline diode in the alt wire,upgrade main line with 8 gauge wire,all old regulator wires are removed from harness completely.
alt main line 8 gauge-power
alt number 1 line has cont
alt number 2 line has power,not sure if this is right as my 71 olds does not but has the old external reg system,is this normal for this style alt,3 wire internal reg.
also removed wiper motor from car and am going to clean up ground strap

moved to the inside of the car
dropped the steering column
unpluged the black harness connector at the column ignition switch and the reg gen light went out and also the yellow wires lost power at the wiper motor.
I loosen the 2 bolts and moved switch till light went out,prior owner must have replaced it...
tommorrow i will check the switch ground and test the switch,make sure ground wire on the dash strap is grounded.

Also, with key off check for power at fusebox on radio, turnsignals, and gauges fuses, do any of these have power?

Are you testing for continuity, or voltage, or? Any time you test for continuity, battery should be disconnected.

Ign switch may be mis adjusted or bad.

I did narrow it down to the ground on the dash and also a bad motor,i found a ground plate for the dash that has a good wire, do you know where to get a motor with the pump at a decent price,i checked pep boys,napa,parts plus and they all sell cardone without the pump. i adjusted the ing. so it is off with the key.
