First off, this isn't about my Chevelle, but rather, my S10. However, this could be helpful in case I ever run into the same problem with the Chevelle.
My '94 S10 has power brakes, and the brake pedal is very difficult to press (even moreso than conventional brakes,) and it also comes back slower than usual.
At first I thought that the culprit was a vacuum leak. I found a horrible leak in the vacuum reservoir and its hoses (it held no pressure at all!) and fixed it, but the problem remains.
The truck was hit in the driver's side and both the master cylinder and the power brake booster had to be replaced. We replaced both, and bled them, but I still can't figure out why the pedal pressure is so high.
