How tight should upper a-arm bushing bolts be.

Use thread lock on those. Bottom them out and torque according to 5/16 bolt specs. I'm not sure of that spec but it should be easy to find. I had one back out on the pass side and the upper arm shifted rearward almost far enough to pop off, pretty scarey stuff. :(

Just looked it up and believe it's 33lbs. - 5/16" x 24, cap screw.

The service manual, if I'm reading it right, says not to tighten them. lol.
In the torque specifications for the front end I think they are called collar bolts... 45ft lbs. Also, the manual mentions tightening suspension pivot bolts after spring installation.

None of those bolts get tightened till the wheels are on the ground with full body weight

He's Correct! If tightened before suspension is loaded. It will cause bushing bind.
