Looking for info on why vin#135177 and cowl tag#136177 don't match Doesn't look like they been tampered with. Both have correct rivets.

Welcome to TC.
They don't need to match.
Ones a Federal VIN and the other's a body trim tag.
Here's info (http://www.chevellestuff.com/1967/index.htm).

The 135 VIN is the correct indicator that this car came with a 6 cylinder engine. The 136 cowl tag was issued by the Fisher side of the plant and the body was the same whether it got a V8 or a 6 cylinder. No problem.

This happens more frequently than people think, especially in the 64-67 years. While there were both 135xx and 136xx trim tags, only the VIN determines the engine type. I've seen quite a few 136xx trim tags with 135xxs VINs but I must admit I've never seen a 135xx trim tag and a 136xx VIN.

Why there were both 135xx and 136xx trim tags is still a mystery, to me at least. As a side note, it wasn't only the Malibu series that this occured with. I have several 131xx/132xx 300 series and 133xx/134xx 300 Deluxe series tags/VINs. Ad even third digit on the trim tag (2, 4, or 6) may well have an odd third digit on the VIN (1, 3, or 5) but I've never seen an odd third digit trim tag with an even third digit in the VIN.
