for months now I haven't been able to bleed my brakes after my drum to manual disc brake conversion. Everything is new other than the rear drums which were done a couple of years ago. I've bench bled the master cylinder twice, checked and double checked all the fittings, installed speed bleaders and nothing has worked.

Anyways I took off the master cylinder and found that the boot that holds the push rod had brake fluid in it. I bench bled it again and fluid comes out slowly. does this mean the mc went bad?

If you are saying that there is brake fluid outside the master and you did not spill any. - YES
