I've upgraded to a tilt column. Now I'm trying to install the column. The issue is the signal switch. On my 69 non-tilt column there are 3 screws to remove to get the cover plate off to see the signal switch attach screw. On the tilt column there is a plastic cover with no screws

How do I remove this plactic cover?

If you are talking about the plastic cover that is on the lock plate, it has 3 tabs holding it on just pry it off at those points. Then remove the lock plate.
BTW the turn signal and ignition switch are different from non tilt. The ign harness will still plug into the tilt switch, just flip it around so the tabs line up.
