I have a 69' Malibu and am having trouble getting the front height that I want. I have had to put offset upper control arm bushings to correct geometry. I also replaced coil springs and this did not help. Right now the distance from the middle of the wheel to the top of the fender is about 16 1/2". I have disk brakes but don't know if they are stock or not. I have heard that some hot-rodders put this like this to put more weight to the rear tires.... but it looks ugly in my opinion. HELP!! I have pics.

It looks like you have big block springs in there with a small block motor. I just redid my 69 front suspension to get ready for the big block swap and it looks just like that. I have a 6cyl powerglide in it now.

I have double checked with NAPA and the part numbers are matching up correctly.

Have you tried loosening the upper control arm bushings with the car on the ground? Loosen both sides, and let the car sit at ride height you want, and then tighten them back up again. I know this sound obvious, but springs are the only other thing effecting the height.
