I was thinking of purchasing the wilwood proportioning valve. I think i'm getting to much pressure to the rear. I guess thats why I can't power lock even thought i have 3.73 gears.
Has anyone used one of these proportioning valve before.

I have the same Wilwood valve and can't seem to get it set right. Have large drums in back and 11 inch discs in front. Seems I always end up locking the fronts or the rears. Is the best way to do it with a pressure guage of some sort?

I have a wilwood. 12" 1LE rotors up front and 11" Ford explorer rear discs out back. I can't get either of my brakes to lock up. I think I have the valve turned 2/3rds of the way towards the greatest rear pressure setting. I've played around with it a bit, but haven't found the brake lock-up point :confused: . One problem I have, is I can't get the car to hold while I try and do a burnout. Brakes work nice though. Probably needs more fine tuning. I guess I didn't answer your question, but maybe my experience will help you out ;)

Typically you want to adjust it until the fronts just lock first because you don't want the backs locking up first.

I'd like a hard smooth stop with no wheel lock in front or rear. Maybe the proportioning valve is not doing the right thing. With all new brakes front and rear, I want to stop well and not worry about lockup unless it's a panic stop.

Well, you can only get so much braking before locking it up. That's just the way it is. You just adjust it till it changes from rear first to front first.
If your brakes are doing other odd things or they don't seem to be operating correctly then you should look at them further.
