I am pretty sure it is a wiring issue but I am not sure so I thought I would ask. No matter if I have windshield wipers on or if I just push them for the water then constantly squirt water, any ideas? EVEN when I unplug the washer pump.

Inside the pump motor is a gear and rachet. In my 1980 El Camino, one of the teeth on the gear was missing. It could not advance and would pump all the time once the wash button was pushed. There is no cure for this except go to your local parts store and buy a new pump setup. Fairly cheap as I remember, like 25 or 30 bucks. Believe me, I spent hours trying to figure this out and even bought a rebuild kit, none of which include the gear. Also, the wires on the pump assembly are very fragile and get torn up. Get a new one, and I bet you'll be fine.

Bob's on the right trail...

The power to the "squirter" is just momentary. Once the electromagnet is activated it trips the mechanicals so a ratchet falls and uses the mechanical power of the wiper motor to pump the pump. if the ratchet doesn't get kicked back up into the "off" position it will keep pumping forever as long as the wiper motor is running even if there is no power to the washer mechanism.

BTW, you're sending a ground signal to the wiper mechanism. The (+)12 volts is there at the wiper and washer whenever the key is in the "Accessory", ON or RUN position. Your wiper/washer selectively sends grounds to the washer/wiper to make them activate.
