I just watched an episode of muclecar where they painted crome wheels. If you can find that episode online it will give you the proper steps.

Best bet it to sandblast it then use etch primer. I have sanded bike fenders good with 180 and etched and they came out nice, the fenders were to flimsy to sandblast, but I did blast them around the rivets.

I just blasted and painted an Eldelbrock air cleaner lid black, as it was TOAST as far as chromed goes.
Aside from the rust pitting, it came out pretty sharp.
It was just an experiment, but I may keep it on there.
To make it pretty would have required priming and sanding to be right.
If you took a solid chromed piece, a simple blasting may do it, just have to make sure the paint gets a good "tooth".
