I am looking for a front spring with a rate of about 325-350 for 67 small block, no AC, TH400.

I am thinking of using either Moog 6310 (328 lbs) or Moog 5370 (357). Anyone know if these will work OK? I am looking to get top of tire at wheel well opening height.

Will I need to cut coils on these springs?

Any help is appreciated.

I was sure that there were many who used Moog 6310, but doing a search did not show much. Does anyone know if this spring can be used uncut? I would like to only have to do this once. Thanks in advance for your help.

I don't know much about what you asked, but I can tell you cutting the springs is the wrong thing to do. They will not fit property. There is a guy on this site selling lowering springs in a group purchase from Hydro-boost. Look at the link on the top of this page or use this link.
