Isn't that c-clip spring loaded?
You should need the same tool you took it off with.

If you deformed your original ring, you will need to purchase a new one. Any GM dealer can obtain the ring under part number 5694191.

You should just be able to depress the lock plate far enough to get the ring to seat in the groove in the steering shaft. Then let the spring loaded lock plate come rearward and trap the ring.

If you have Autozone around they have just the tool you need to make it soooooo... easy to get that clip back on. I have had to reform the clip back to the correct shape and it worked just fine. The tool is free to rent, just $15.00 deposit which is refunded when you return it.
