I have a chance at getting my hands on a 71 Monte Carlo's front disc brake parts and doing a conversion on my 67 powered drum setup. I read the info in the tech section, however, I still am a bit confused as to what's teh difference between the spindles. From what I read the way to tell them apart is by measuring the rotor diameter. Is this true. I measured the rotors from the 71 MC, and they measure 11 inches. Is this then a tall spindle?

nope- the 71 Monte disc spindles are the same as your 67 drum spindles, but with the top mounting boss machined down shorter for the disc brake caliper bracket.
the "tall" spindle is from a 77-96 "B" body(zCaprice), and is physically taller and changes the suspension geometry. hence the term "tall spindle"

Also, the easy way to tell is the orginal spindles have a bolt on steering arm. The tall spindle is a one piece unit with the steering arm as part of the spindle.
