just got finished labeling wires from old harness,pulled harness and dash.

question-should i wire cluster panel and dash before re-installing,or should i put fuse block in first,and then leave dash loose and wire then?

also,i did not notice a ground wire on the cluster panel.

this is a 67 chevelle.

You can do it either way.
It may be easier overall to connect everything to the cluster then install it and the fuse block.
